Frequently Asked Questions

Public housing was established to provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities. Public housing comes in all sizes and types, from scattered single family houses to high-rise apartments for elderly families. The U.S. Department of Housing and Urban Development (HUD) administers Federal aid to local housing agencies (HAs) that manage the housing for low-income residents at rents they can afford. HUD furnishes technical and professional assistance in planning, developing and managing these developments.

 

HAs use income limits developed by HUD. HUD sets the lower income limits at 80% and very low income limits at 50% of the median income for the county or metropolitan area in which you choose to live. Income limits vary from area to area so you may be eligible at one HA but not at another.

From HUD Federal Guidelines, effective April 1 of 2018​

  • Annual Median Income for a Family of Four in this area = $53,102

  • Extreme-Low Income= 30% of Median Annual Income = $12,140 household of 1

  • Very-Low Income= 50% of Median Annual Income= $19,600 household of 1

  • Low Income= 80% of Median Annual Income= $31,400 household of 1

Calculations & Public Housing Facts

  • The formula used in determining the TTP (Total Tenant Payment, or rent) is the highest of the following, rounded to the nearest dollar. 

    • (1) 30 percent of the monthly adjusted income. (Monthly Adjusted Income is annual income less deductions allowed by the regulations- children, elderly, disabled) 

    • (2) 10 percent of monthly income. 

    • (3) Welfare rent, if applicable. 

    • (4) A $25 minimum rent or higher amount (up to $50) set by an HA.

  • Re-certifications are required once a year from move-in date. Interims are mandated when a tenant’s situation has changed (dependents, job or pay change) that could impact rent.

  • Job status is checked from an online database using tenants SSN.

  • Applications are always accepted for public housing (Tuesday- Thursday) and usually open for acceptance once a year for HCV depending on funding availability. 

  • To qualify applicants must meet income requirements; everything else for qualifications is a case-by-case and scenario-based- we do our best to work with housing our community.

  • For every $1 spent by a PHA, $2.12 is returned to local community’s economy. (Econsult Corp., 07)

  • PHAs also provide important social supports in communities by helping to reduce poverty. They also help families and individuals avoid more mostly public support systems such as homeless shelters and emergency rooms.
